What is UDC and why?
Union Digital Center is a state-of-the-art information and knowledge center (telecentre) established in the Union Council, which aims at ensuring information services at the doorstep of the grassroots people. From this center, people of rural areas get life and livelihood information and necessary services in their home environment very easily.
On November 11, 2010, Honorable Prime Minister inaugurated all the Union Information and Service Centers (UISC) across the country through its video conference from the Prime Minister of the United Nations and United Nations Development Program (UNDP) and the former Prime Minister of New Zealand, Mrs. Helen Clark, from Char Kakrimukuri union of Bhola district (now UDC ). About 40 lakh people are receiving information and services from these centers. Through the easy, rapid and low cost of UDC, public and private services have started getting a lot of positive change in the lives of the local people.
UDC's journey begins with 'People at the service of Doorsteps' in front of the slogan. With the establishment of UDC, it is possible to create a free flow of information in every state of the society and the state system, where people are not going to door to door for service, but the service is reaching the people's doorstep. Free flow of information is one of the prerequisites for empowering the public. The establishment of Digital Center in the country's 4,501 union parishad has facilitated the access to information and services at the earliest time, including the participation of rural people's free flow of information.
Materials:
A UISC has more than one computer and related materials to ensure better information service for the public, which has been phased out and is being done. UDC's necessary materials are from entrepreneurial investment and union council funds (revenue and LGSP projects). A computer with a minimum stabilizer, a sophisticated printer, a color printer, a modem for online connection, a scanner, a digital camera can be started initially in a UDC program. But for the full UDC management, the following materials are needed -

Upgrading to a UDC on the basis of local demand can be less than or equal to.
Union Digital Center has been established based on PPPP (Public-Private-People's Partnership) model. There are two local youth entrepreneurs in each UDC, among them a man and a woman. These entrepreneurs manage UDC. In some centers, a woman and a male entrepreneur are working as a 'alternative entrepreneur' as well as a woman and a woman. The merchants are not UDC's salaried workers, income of every UDC is earned by the entrepreneurs. The entrepreneur is also an investor in UDC.
Partnership or Partnership:
UDCs are being managed under Local Government Division. Under the guidance of the Cabinet Division and the management of the local administration, other activities including the supervision of UDC are conducted. From the LGD and Bangladesh Computer Council (BCC), the funds for training of UDC's required ICT equipment and entrepreneurship have increased. BCC also provided solar panels in 1013 uninterrupted unions and brought all the Union Parishad under electricity. Apart from this, many institutions like BANK-insurance, mobile companies, NGOs, education-research institutes, hardware-software associations are involved with UDC with their services, new skills and technical support.
UMS or UISC ACTIVITY Management System:
UISC program management or 'UMS' (http://www.e-service.gov.bd/uams/) has been created to help UISC entrepreneurs to calculate the income and local administration follow-up. UISC entrepreneurs upload their daily income information here.
